टीईटी में सेवायोजन पंजीकरण की अनिवार्यता खत्म

इलाहाबाद : शिक्षक पात्रता परीक्षा में सेवायोजन कार्यालय के रजिस्ट्रेशन की अनिवार्यता को खत्म कर दिया गया है। माध्यमिक शिक्षा परिषद की सचिव प्रभा त्रिपाठी ने बताया कि टीईटी के फार्म में सेवायोजन कार्यालय का नाम, पंजीकरण संख्या व नवीनीकरण का दिनांक अंकित करना था। छात्रों की परेशानी को देखते हुए यह शर्त खत्म कर दी गई है। इसके अलावा प्रशिक्षण योग्यता के प्रमाण पत्र की प्रमाणित छाया प्रति की अनिवार्यता को भी खत्म कर दिया गया है। अब अभ्यर्थियों को प्रशिक्षण योग्यता के अंकपत्र की प्रमाणित छाया प्रति लगानी होगी। रोजगार दफ्तरों में हर रोज अभ्यर्थी रजिस्ट्रेशन नंबर लेने और नवीनीकरण कराने को जुट रहे

Office of the Secretary, Secondary Education Council, Uttar Pradesh, and Allahabad issued a notification regarding conduct of Teacher Eligibility Test – Uttar Pradesh (UP-TET). The candidates are required to fill OMR which can be taken from designated branches of Punjab National Bank.

Uttar Pradesh Teacher Eligibility Test – The candidates passed with the required minimum percentage shall be entitled to sit in this exam -

At primary level:

(i) All such schools, which are operated under state government.

(ii) The State Government / Basic Education by the Council from time to time recognition / affiliation has been provided.

(iii)Schools assisted by the State Government.

(iv) All schools to whom the NOC has been issued by the State Government from time to time, whether they are associated with any National Board.

At Upper Primary level -

(i) All such schools, which are operated under state government.

(ii) The State Government / Basic Education by the Council from time to time recognition / affiliation has been provided.

(iii) Schools assisted by the State Government.

(iv) All schools to whom the NOC has been issued by the State Government from time to time, whether they are associated with any National Board.

Examination – fees and receipt of application:

Fee for Uttar Pradesh Teacher Eligibility Test is as below:

General and Backward class candidates: Rs. 500/-

SC / ST candidates: Rs.250/ -

Disabled candidates: NIL

Amount of examination fee will be included in the price of the application. The application form and instruction manual may be obtained by paying the prescribed fee at the regional headquarters of Punjab National Bank branch. Applications form for candidates with disabilities can be obtained from the office of the district school Inspector. Free on the guidelines manual (only for the disabled) will be printed on these forms.

The last date for receipt and submission of application -

(A) Last date of receipt of applications from the branches of Bank of Punjab National Bank is 26-09-2011.

(B) The last date of submission of application form via registered post / speed post to the concerned Divisional Joint Education Director is 18-10-2011 till 5-00 pm. Applications received after the above prescribed last date will not be considered.

Teacher Eligibility Test – Uttar Pradesh Minimum Qualifications:

(1) Class I to V (Primary)

Graduate and NCTE approved two years course in BTC/CT (Nur)/ NTT

Graduate and NCTE approved BTC training from UP

Graduate with 50 % marks and B Ed or NCTE approved B Ed/ D Ed (special Education)/ B Ed (special Education) and graducation with 45 % marks is also eligible to be appointed as teacher in primary classes. In this case the candidate have to pass an NCTE approved six months course in Primary education before January 2012.

Graduate with Moallim – e – Urdu completed before 11-8-97 (for Urdu Teachers)

Graduate and Diploma in Teaching from the Aligarh Muslim University (for Urdu Teachers)

Important Note: The applicants are instructed to apply as per qualification provided in this advertisement. The forms being issued by the branches of Punjab National Bank from September 26, 2011 has been updated now as per fresh guidelines issued by NCTE vide latest notification No. 2029/15-11 -2011 dated September 24, 2011. The latest changes may not be there in these forms but these are provided here in this advertisement. So follow this advertisement strictly.

Format of Exam -

Education Eligibility Test – Uttar Pradesh (UP-TET) will have two levels -

Primary level (Class 1-5)

Upper primary level (Class 6-8)

• Candidate can take part in both or any one examination. Both examinations will be held the same day in two shifts. If a candidate want to sit in both the examinations (primary and upper primary), he/she has to submit two application forms separately.
• Exam period will be total 90 minutes.
• There will be total 150 questions. All questions will be multiple choice. Each question has four options.
• Each question will carry one mark.
• There will be no Negative marking. No marks will be deducted for wrong answers.
• Questions will be in Hindi and English respectively.
• Qualifying percentage to pass the exam is 60%.
• For SC / ST and disabled candidates it is 55 %.
• The validity of the certificate is 5 years.
• The eligibility certificate will be valid for 05 years.
• Admit cards will be sent through speed post 15 days before the exam. Candidates can download them from http://uptet2011.com too.
• The Test will be conducted on 13 November, 2011.

UPTET 2011 Syllabus : There will be five Subjects / Sections in Paper I. There will be 30 objective multiple choice type questions in each section and they will carry one mark each. Duration of the exam is 90 minutes for each paper. Following are the subjects in Paper I:

1. Child development and pedagogy
2. Language I
3. Language II (Must be other than Language I)
4. Mathematics
5. Environmental studies

Nature of the Question papers and weightage for TET in various states differ according to their requirements. The qualification of UPTET is mandatory for those candidates aspiring to become teachers in the state of Uttar Pradesh.

How to Apply for UPTET 2011 :- Candidates can obtian (buy) Information Bulletin/Brouchers and Application Form of UPTET 2011 from the Scheduled Banks and Head Post Offices of the State. After holding the application form read it carefully and fill the application form as per instructions. Submit filled Application Form to the same Bank or Post Office from where you had buy the application form with in 15 days from the date of issuance of UPTET 2011 Notification.

Passing Marks for UPTET Certificate and Validity Period of TET Certificate/Mark Sheet :-

In UPTET 2011, as per NCTE guidelines, Candidates who secure the minimum 60% marks will be declared pass in UPTET 2011 (55% for SC/ST/PH candidates) and awarded TET Certificate. Marks secured in TET exam will given wait-age in the Government’s Teacher Recruitment in the Uttar Pradesh.

Candidates who will successfully qualify UPTET 2011 with minimum qualifying marks will awarded with TET Certificate. UPTET Certificate shall be valid for a period of 5 years. A person who has qualified UPTET may also appear again for improvement in score. A person can take for acquiring a TET Certificate, because there will be no restriction on the number of attempts, so any one who wants to reappear can apply how many times he/she wants.

प्राथमिक स्कूलों में शिक्षकों के 72,825 खाली पदों पर नियुक्ति के प्रस्ताव को मंजूरी

जागरण ब्यूरो, लखनऊ राज्य सरकार ने बेसिक शिक्षा परिषद द्वारा संचालित प्राथमिक स्कूलों में शिक्षकों के 72,825 खाली पदों पर नियुक्ति के प्रस्ताव को मंजूरी दे दी है। मुख्यमंत्री मायावती की अध्यक्षता में बुधवार को मंत्रिपरिषद बैठक में शिक्षकों के खाली पद पर बीएड प्रशिक्षित अभ्यर्थियों को अध्यापक पात्रता परीक्षा (टीईटी) उत्तीर्ण करने के बाद पहले सहायक अध्यापक के रूप में नियुक्त करने और फिर उन्हें प्रारंभिक शिक्षा शास्त्र में छह महीने का प्रशिक्षण देने के प्रस्ताव पर मुहर लग गई। शिक्षक नियुक्त होने के लिए अभ्यर्थियों को स्क्रीनिंग टेस्ट के तौर पर पहले टीईटी उत्तीर्ण करना अनिवार्य होगा। नियुक्ति के लिए ऐसे अभ्यर्थियों को पात्र माना जाएगा जिन्होंने बीए/ बीएससी/ बीकॉम और बीएड की परीक्षा में न्यूनतम 50 प्रतिशत अंक प्राप्त किये हैं या राष्ट्रीय अध्यापक शिक्षा परिषद (एनसीटीई) द्वारा समय-समय पर निर्धारित मानकों के अनुसार अर्हता प्राप्त करने के बाद बीएड उत्तीर्ण किया हो। अनुसूचित जाति/जनजाति और अन्य पिछड़ा वर्ग के अभ्यर्थियों को न्यूनतम अंकों में पांच प्रतिशत की छूट दी जाएगी। अभ्यर्थी की आयु पहली जुलाई 2011 को न्यूनतम 18 वर्ष और 35 साल से अधिक नहीं होनी चाहिए। अनुसूचित जाति/जनजाति और अन्य पिछड़ा वर्ग के अभ्यर्थियों को आयु सीमा में पांच वर्ष, पूर्व सैनिकों को तीन साल और विकलांग अभ्यर्थियों को 15 वर्ष की छूट दी जाएगी। शिक्षकों की भर्ती में राज्य सरकार के नियमों के अनुसार आरक्षण लागू होगा। नियुक्ति के लिए सूबे में पिछले पांच वर्षों से लगातार निवास करने और शैक्षिक योग्यता रखने वाले प्रदेश के अभ्यर्थी अपनी इच्छानुसार तीन जिलों में आवेदन कर सकते हैं। प्रदेश का निवासी होने के सुबूत के तौर पर उन्हें संबंधित जिले के जिलाधिकारी या सक्षम प्राधिकारी की ओर से जारी किया गया प्रमाणपत्र काउन्सिलिंग के समय प्रस्तुत करना होगा। आवेदन पत्र का प्रारूप सचिव उत्तर प्रदेश बेसिक शिक्षा परिषद तथा सर्व शिक्षा अभियान की वेबसाइट पर उपलब्ध होगा। अभ्यर्थी को निर्धारित शुल्क के साथ तय प्रारूप पर आवेदन पत्र जिले के जिला शिक्षा एवं प्रशिक्षण संस्थान (डायट) के प्राचार्य को पंजीकृत डाक से निर्धारित तिथि तक भेजना होगा। अनुसूचित जाति/जनजाति के अभ्यर्थियों को शुल्क के रूप में 200 रुपये व अन्य अभ्यर्थियों को 500 रुपये का राष्ट्रीयकृत बैंक की ओर से जारी बैंक ड्राफ्ट देना होगा। विकलांग अभ्यर्थियों से कोई शुल्क नहीं लिया जाएगा। प्रदेश के परिषदीय प्राथमिक स्कूलों में शिक्षकों की नियुक्ति सहायक अध्यापक के पद पर की जाती है। प्राथमिक स्कूलों में सहायक अध्यापकों के 3,86,726 पदों में से 1,99,571 पद रिक्त हैं। सहायक अध्यापक के पद पर नियुक्ति के लिए उप्र अध्यापक सेवा नियमावली, 1981 के अनुसार न्यूनतम शैक्षिक योग्यता स्नातक व बीटीसी है। प्रदेश में बीटीसी उत्तीर्ण अभ्यर्थी पर्याप्त संख्या में उपलब्ध नहीं हैं। शिक्षकों की कमी को पूरा करने के लिए एनसीटीई ने 23 अगस्त 2010 को जारी अधिसूचना में न्यूनतम शैक्षिक योग्यता रखने वाले बीएड डिग्रीधारकों को एक जनवरी 2012 तक शिक्षक नियुक्त करने की अनुमति दे दी थी बशर्ते कि ऐसा अभ्यर्थी नियुक्ति के बाद प्रारंभिक शिक्षा शास्त्र में छह महीने का विशेष प्रशिक्षण प्राप्त कर ले। इसी क्रम में बेसिक शिक्षा निदेशालय ने शिक्षकों के 80,000 रिक्त पदों पर बीएड डिग्रीधारकों को नियुक्त करने का प्रस्ताव शासन को भेजा था। इस प्रस्ताव के सापेक्ष शासन ने 72,825 रिक्त पदों को भरने का प्रस्ताव अनुमोदित किया है।

अध्यापक पात्रता परीक्षा (टीईटी) का मानक और पाठ्यक्रम तय

वरिष्ठ संवाददाता, इलाहाबाद : राष्ट्रीय अध्यापक शिक्षा परिषद ने अध्यापक पात्रता परीक्षा (टीईटी) का मानक और पाठ्यक्रम तय कर दिया है। प्राथमिक कक्षा के अध्यापकों के लिए प्रश्न पत्र की संरचना पांच खंडों में की गई है। प्रत्येक खंड 30-30 प्रश्नों का होगा। उच्च प्राथमिक अध्यापकों के प्रश्नपत्र में कुल चार खंड होंगे।परीक्षा के दो स्तर निर्धारित किए गए हैं, प्राथमिक स्तर (1-5) व उच्च प्राथमिक स्तर कक्षा (6-8)। प्राथमिक स्तर में 6 से 11 वर्ष तक के बच्चों के विकास एवं बाल अभिज्ञान, बाल मनोविज्ञान से संबंधित प्रश्न। दूसरे खंड में कक्षा एक से पांच तक के हिंदी भाषा के पाठ्यक्रम से संबंधित प्रश्न होंगे। तीसरे खंड में अभ्यर्थी द्वारा चयनित अंग्रेजी अथवा उर्दू भाषा होगी। चौथे खंड में गणित व पर्यावरण से संबंधित प्रश्न पूछे जाएंगे। चौथा खंड 60 अंकों का होगा, बाकी 30-30 अंक के। प्रश्न इंटरमीडिएट के पाठ्यक्रम के स्तर के होंगे। उच्च प्राथमिक के पाठ्यक्रम के प्रथम खंड में 11 से 14 वर्ष के बच्चों के विकास एवं बाल अभिज्ञान, बाल मनोविज्ञान से संबंधित प्रश्न पूछे जाएंगे। दूसरे खंड में हिंदी भाषा, तीसरे में अंग्रेजी या उर्दू से संबंधित प्रश्न पूछे जाएंगे। अंतिम खंड में गणित, विज्ञान एवं सामाजिक अध्ययन से संबंधित प्रश्न पूछे जाएंगे। इन प्रश्नों का स्तर कक्षा 6 से 8 तक के बच्चों के स्तर का होगा। इस परीक्षा का नकारात्मक अंकन नहीं होगा। अभ्यर्थी हिंदी व अंग्रेजी दोनों भाषा में परीक्षा दे सकेंगे।

Patna, Sept. 9: A single bench of Patna High Court today ordered the Bihar Public Service Commission (BPSC) to constitute a panel of experts to review the question papers and the model answer sheets of the preliminary exam before proceeding to the next level — conducting the mains.

The bench of Justice Ajay Kumar Tripathi issued the order while hearing the petitions filed by 54 candidates challenging the BPSC’s decision to announce the results of the preliminary exam after abruptly deleting eight marks from 150.

Additional advocate-general Lalit Kishore submitted before the court that the commission had no objection to re-examining the question papers and model answer sheets by a fresh panel of experts.

The petitioners had demanded cancellation of the result of the 53rd to 55th Common Combined (Preliminary) Competitive Examination 2011. They also sought re-examination.

Out of 1.35 lakh candidates appearing in the preliminary exams, around 15,000 candidates were declared successful by the commission in the combined (53rd to 55th) civil services examination (prelims).

The bench of Justice Tripathi on August 16 had directed BPSC not to conduct the mains of the civil services examination till petitions demanding fresh examination for the preliminary test were disposed of. The court also posted the matter for hearing on November 14.

An advertisement for BPSC preliminary exam was published on January 1, 2011. It invited applications for 53rd to 55th Common Combined (Preliminary) Competitive Examination 2011. The preliminary exam was conducted on April 17. The result was published on July 16.

Several candidates who failed to make it to the list approached the court on the issue. The petitioners said the commission had illegally deleted eight questions out of 150 asked in the exam and declared results on the basis of 142 questions. The petitioners maintained that they would have automatically qualified in the examination if the results were declared on the basis of 150 questions.

The petitioners claimed that the answer booklets supplied by the commission had several defects. The multiple choices (answers) given against some questions were totally wrong but the commission published the result on the basis of such erroneous questions and answers, they said. They maintained that the act of declaring results on the basis of only 142 questions instead of 150 by the commission was totally arbitrary, illegal and mala fide.

Some aspirants alleged large-scale anomalies in declaration of results and violation of the reservation policy of the state government.

According to Ajay Kumar Gupta, who appeared in the BPSC preliminary test, the question number 91 stated: “Congress passed the Swaraj resolution in the year 1905. The purpose of the resolution was what.” Gupta said: “The correct answer to the above question should have been ‘to serve self-rule’, but the question was removed by the commission, as it considered the question wrong.”

Another question was: “When was Madras Mahajan Sabha established?”

Rajmohan Mitra, who also had appeared in the preliminary test, said: “Though the correct answer was given in the options, it was also marked as a wrong question by the commission.”

BPSC holds combined civil services examination every year. This year, BPSC conducted the 53rd, 54th and 55th examinations for recruitment of officers under the state civil service examinations at a single go.

भारत की प्रमुख स्वतंत्र संस्थाएं

योजना आयोग
योजना आयोग की स्थापना भारत सरकार द्वारा मार्च, 1950 में की गई थी। देष में संस्थानों का प्रभावी दोहन कर, उत्पादन बढ़ा कर, सभी को रोजगार के अवसर देकर लोगों के जीवन स्तर में तेजी से सुधार लाने के उद्देश्यों से इस संस्था की स्थापना की गई थी। जवाहरलाल नेहरू योजना आयोग के प्रथम अध्यक्ष थे। फिलहाल इसके अध्यक्ष प्रधानमंत्री मनमोहन सिंह हैं और उपाध्यक्ष एम. एस. अलहूवालिया हैं।

भारतीय चुनाव आयोग
भारतीय चुनाव आयोग एक स्वायत्त एवं अर्ध-न्यायिक संस्था है। इसका गठन भारत में स्तवंत्र एवं निष्पक्ष रूप से प्रतिनिधिक संस्थानों में जन प्रतिनिधि चुनने के लिए किया गया था। भारतीय चुनाव आयोग की स्थापना 25 जनवरी, 1950 को की गई थी। आयोग में वर्तमान में एक मुख्य चुनाव आयुक्त और दो चुनाव आयुक्त होते है। वर्तमान में मुख्य चुनाव आयुक्त एस. वाई. कुरैशी हैं।

संघ लोक सेवा आयोग
संघ लोक सेवा आयोग (यूनियन पब्लिक सर्विस कमीशन) भारत के संविधान द्वारा स्थापित एक ऐसी संस्था है जो भारत सरकार के लोक सेवा के अधिकारियों की नियुक्ति के लिए परीक्षाएं संचालित करती है। संविधान के अनुच्छेद 315-323 में एक संघीय लोक सेवा आयोग और राज्यों के लिए राज्य लोक सेवा आयोग के गठन का प्रावधान है। प्रथम लोक सेवा आयोग की स्थापना 1 अक्टूबर, 1926 को हुई थी।

 
राष्ट्रीय महिला आयोग
राष्ट्रीय महिला आयोग का गठन जनवरी 1992 में एक संवैधानिक निकाय के रूप में किया गया था। महिला आयोग का काम महिलाओं के संवैधानिक हित और उनके लिए कानूनी सुरक्षा उपायों को लागू करना होता है। इस आयोग की पहली अध्यक्ष जयंती पटनायक थीं। मौजूदा अध्यक्ष ममता शर्मा है।

केंद्रीय सूचना आयोग
भारत सरकार ने अपने नागरिकों के जीवन को सहज, सुचारु रखने और देश को पूरी तरह लोकतांत्रिक बनाने और सरकारी पारदर्शिता के लिए आरटीआई अधिनियम स्थापित किया। 2005 में इस का आयोग गठन किया गया। राइट टू इन्फॉरमेशन (आरटीआई) का अर्थ है सूचना का अधिकार और इसे संविधान की धारा 19 (1) के तहत एक मूलभूत अधिकार का दर्जा दिया गया है। आरटीआई के तहत हर नागरिक को यह जानने का अधिकार है कि सरकार कैसे कार्य करती है। फिलहाल मुख्य सूचना आयुक्त सत्यानंद मिश्र है।

राष्ट्रीय अल्पसंख्यक आयोग
केंद्र सरकार ने राष्ट्रीय अल्पसंख्यक आयोग का गठन राष्ट्रीय अल्पसंख्यक आयोग अधिनियम-1992 के तहत किया। इसका गठन पांच धार्मिक अल्पसंख्यकों मुस्लिम, सिख, ईसाई, बौद्व एवं पारसी समुदाय के हितों की रक्षा के लिए किया गया है। आयोग में एक अध्यक्ष, एक उपाध्यक्ष और पांच सदस्य होते हैं जो अल्पसंख्यक समुदाय का प्रतिनिधित्व करते हैं। वर्तमान में राष्ट्रीय अल्पसंख्यक आयोग के अध्यक्ष वजाहत हबीबुल्लाह हैं। आंध्र प्रदेश, असम, बिहार, छत्तीसगढ़, दिल्ली, झारखंड, कर्नाटक, महाराष्ट्र, मध्य प्रदेश, मणिपुर, राजस्थान, तमिलनाडु, उत्तराखंड, उत्तर प्रदेश तथा पश्चिम बंगाल में भी राज्य अल्पसंख्यक आयोगों का गठन किया गया है। इन आयोगों के कार्यालय राज्यों की राजधानियों में स्थित हैं।

भारत के नियंत्रक एवं महालेखा परीक्षक
कम्पट्रोलर ऐंड ऑडिटर जनरल यानी नियंत्रक एवं महालेखा परीक्षक को आम तौर पर कैग के नाम से जाना जाता है। भारतीय संविधान के अनुच्छेद 148 में कैग का प्रावधान है, जो केंद्र व राज्य सरकारों के विभागों और उनके द्वारा नियंत्रित संस्थानों के आय-व्यय की जांच करती है। यही संस्था सार्वजनिक धन की बरबादी के मामलों को समय-समय पर प्रकाश में लाती है। 1948 में पहले कैग वी. नरहरि राव बने थे। भारत के कैग फिलहाल विनोद राय हैं। वह देश के 11वें कैग हैं।

Rajasthan Public Service Commission (RPSC), Ajmer, has invited applications from eligible candidates, for Headmaster Secondary Education Competitive Examination, for recruitment 2011, for the posts of Headmaster. Selection of the candidates will be made on the basis of written examination. The last date for online registration is September 20, 2011. Eligibility:
Educational Qualification:
• Candidates should have a Graduation degree in any discipline, from a recognized University
• Degree / Diploma in Teaching, from a recognized University / Institute
• Minimum 5 years of working experience in any school
• Good command over Hindi Language (Dev Nagari Script)
• Good knowledge of Rajasthani Culture

Age Limit:
Candidates should be above the age of 24 years and below the age of 35 years (Age relaxation for SC / ST / OBC / PH candidates as per government norms)
