जागरण ब्यूरो, लखनऊ राज्य सरकार ने बेसिक शिक्षा परिषद द्वारा संचालित प्राथमिक स्कूलों में शिक्षकों के 72,825 खाली पदों पर नियुक्ति के प्रस्ताव को मंजूरी दे दी है। मुख्यमंत्री मायावती की अध्यक्षता में बुधवार को मंत्रिपरिषद बैठक में शिक्षकों के खाली पद पर बीएड प्रशिक्षित अभ्यर्थियों को अध्यापक पात्रता परीक्षा (टीईटी) उत्तीर्ण करने के बाद पहले सहायक अध्यापक के रूप में नियुक्त करने और फिर उन्हें प्रारंभिक शिक्षा शास्त्र में छह महीने का प्रशिक्षण देने के प्रस्ताव पर मुहर लग गई। शिक्षक नियुक्त होने के लिए अभ्यर्थियों को स्क्रीनिंग टेस्ट के तौर पर पहले टीईटी उत्तीर्ण करना अनिवार्य होगा। नियुक्ति के लिए ऐसे अभ्यर्थियों को पात्र माना जाएगा जिन्होंने बीए/ बीएससी/ बीकॉम और बीएड की परीक्षा में न्यूनतम 50 प्रतिशत अंक प्राप्त किये हैं या राष्ट्रीय अध्यापक शिक्षा परिषद (एनसीटीई) द्वारा समय-समय पर निर्धारित मानकों के अनुसार अर्हता प्राप्त करने के बाद बीएड उत्तीर्ण किया हो। अनुसूचित जाति/जनजाति और अन्य पिछड़ा वर्ग के अभ्यर्थियों को न्यूनतम अंकों में पांच प्रतिशत की छूट दी जाएगी। अभ्यर्थी की आयु पहली जुलाई 2011 को न्यूनतम 18 वर्ष और 35 साल से अधिक नहीं होनी चाहिए। अनुसूचित जाति/जनजाति और अन्य पिछड़ा वर्ग के अभ्यर्थियों को आयु सीमा में पांच वर्ष, पूर्व सैनिकों को तीन साल और विकलांग अभ्यर्थियों को 15 वर्ष की छूट दी जाएगी। शिक्षकों की भर्ती में राज्य सरकार के नियमों के अनुसार आरक्षण लागू होगा। नियुक्ति के लिए सूबे में पिछले पांच वर्षों से लगातार निवास करने और शैक्षिक योग्यता रखने वाले प्रदेश के अभ्यर्थी अपनी इच्छानुसार तीन जिलों में आवेदन कर सकते हैं। प्रदेश का निवासी होने के सुबूत के तौर पर उन्हें संबंधित जिले के जिलाधिकारी या सक्षम प्राधिकारी की ओर से जारी किया गया प्रमाणपत्र काउन्सिलिंग के समय प्रस्तुत करना होगा। आवेदन पत्र का प्रारूप सचिव उत्तर प्रदेश बेसिक शिक्षा परिषद तथा सर्व शिक्षा अभियान की वेबसाइट पर उपलब्ध होगा। अभ्यर्थी को निर्धारित शुल्क के साथ तय प्रारूप पर आवेदन पत्र जिले के जिला शिक्षा एवं प्रशिक्षण संस्थान (डायट) के प्राचार्य को पंजीकृत डाक से निर्धारित तिथि तक भेजना होगा। अनुसूचित जाति/जनजाति के अभ्यर्थियों को शुल्क के रूप में 200 रुपये व अन्य अभ्यर्थियों को 500 रुपये का राष्ट्रीयकृत बैंक की ओर से जारी बैंक ड्राफ्ट देना होगा। विकलांग अभ्यर्थियों से कोई शुल्क नहीं लिया जाएगा। प्रदेश के परिषदीय प्राथमिक स्कूलों में शिक्षकों की नियुक्ति सहायक अध्यापक के पद पर की जाती है। प्राथमिक स्कूलों में सहायक अध्यापकों के 3,86,726 पदों में से 1,99,571 पद रिक्त हैं। सहायक अध्यापक के पद पर नियुक्ति के लिए उप्र अध्यापक सेवा नियमावली, 1981 के अनुसार न्यूनतम शैक्षिक योग्यता स्नातक व बीटीसी है। प्रदेश में बीटीसी उत्तीर्ण अभ्यर्थी पर्याप्त संख्या में उपलब्ध नहीं हैं। शिक्षकों की कमी को पूरा करने के लिए एनसीटीई ने 23 अगस्त 2010 को जारी अधिसूचना में न्यूनतम शैक्षिक योग्यता रखने वाले बीएड डिग्रीधारकों को एक जनवरी 2012 तक शिक्षक नियुक्त करने की अनुमति दे दी थी बशर्ते कि ऐसा अभ्यर्थी नियुक्ति के बाद प्रारंभिक शिक्षा शास्त्र में छह महीने का विशेष प्रशिक्षण प्राप्त कर ले। इसी क्रम में बेसिक शिक्षा निदेशालय ने शिक्षकों के 80,000 रिक्त पदों पर बीएड डिग्रीधारकों को नियुक्त करने का प्रस्ताव शासन को भेजा था। इस प्रस्ताव के सापेक्ष शासन ने 72,825 रिक्त पदों को भरने का प्रस्ताव अनुमोदित किया है।

Patna, Sept. 9: A single bench of Patna High Court today ordered the Bihar Public Service Commission (BPSC) to constitute a panel of experts to review the question papers and the model answer sheets of the preliminary exam before proceeding to the next level — conducting the mains.
The bench of Justice Ajay Kumar Tripathi issued the order while hearing the petitions filed by 54 candidates challenging the BPSC’s decision to announce the results of the preliminary exam after abruptly deleting eight marks from 150.
Additional advocate-general Lalit Kishore submitted before the court that the commission had no objection to re-examining the question papers and model answer sheets by a fresh panel of experts.
The petitioners had demanded cancellation of the result of the 53rd to 55th Common Combined (Preliminary) Competitive Examination 2011. They also sought re-examination.
Out of 1.35 lakh candidates appearing in the preliminary exams, around 15,000 candidates were declared successful by the commission in the combined (53rd to 55th) civil services examination (prelims).
The bench of Justice Tripathi on August 16 had directed BPSC not to conduct the mains of the civil services examination till petitions demanding fresh examination for the preliminary test were disposed of. The court also posted the matter for hearing on November 14.
An advertisement for BPSC preliminary exam was published on January 1, 2011. It invited applications for 53rd to 55th Common Combined (Preliminary) Competitive Examination 2011. The preliminary exam was conducted on April 17. The result was published on July 16.
Several candidates who failed to make it to the list approached the court on the issue. The petitioners said the commission had illegally deleted eight questions out of 150 asked in the exam and declared results on the basis of 142 questions. The petitioners maintained that they would have automatically qualified in the examination if the results were declared on the basis of 150 questions.
The petitioners claimed that the answer booklets supplied by the commission had several defects. The multiple choices (answers) given against some questions were totally wrong but the commission published the result on the basis of such erroneous questions and answers, they said. They maintained that the act of declaring results on the basis of only 142 questions instead of 150 by the commission was totally arbitrary, illegal and mala fide.
Some aspirants alleged large-scale anomalies in declaration of results and violation of the reservation policy of the state government.
According to Ajay Kumar Gupta, who appeared in the BPSC preliminary test, the question number 91 stated: “Congress passed the Swaraj resolution in the year 1905. The purpose of the resolution was what.” Gupta said: “The correct answer to the above question should have been ‘to serve self-rule’, but the question was removed by the commission, as it considered the question wrong.”
Another question was: “When was Madras Mahajan Sabha established?”
Rajmohan Mitra, who also had appeared in the preliminary test, said: “Though the correct answer was given in the options, it was also marked as a wrong question by the commission.”
BPSC holds combined civil services examination every year. This year, BPSC conducted the 53rd, 54th and 55th examinations for recruitment of officers under the state civil service examinations at a single go.

BACKGROUND AND RATIONALE
The implementation of the Right of Children to Free and Compulsory Education (RTE) Act, 2009 requires the recruitment of a large number of teachers across the country in a time bound manner. In spite of the enormity of the task, it is desirable to ensure that quality requirement for recruitment of teachers is not diluted at any cost. It is therefore necessary to ensure that persons recruited as teachers possess the essential aptitude and ability to meet the challenges of teaching at the primary and upper primary level.
In accordance with the provisions of sub-section (1) of Section 23 of the RTE Act, the National Council for Teacher Education (NCTE) had vide Notification dated 23rd August, 2010 laid down the minimum qualifications for a person to be eligible for appointment as a teacher in classes I to VIII. It had been inter alia provided that one of the essential qualifications for a person to be eligible for appointment as a teacher in any of the schools referred to in clause (n) of section 2 of the RTE Act is that he/ she should pass the Teacher Eligibility Test (TET) which will be conducted by the appropriate Government in accordance with the Guidelines framed by the NCTE.
The rationale for including the TET as a minimum qualification for a person to be eligible for appointment as a teacher is as under:
i). It would bring national standards and benchmark of teacher quality in the recruitment process;
ii). It would induce teacher education institutions and students from these institutions to further improve their performance standards;
iii). It would send a positive signal to all stakeholders that the Government lays special emphasis on teacher qualityThe Ministry of Human Resource Development, Govt. of India has entrusted the responsibility of conducting the Central Teacher Eligibility Test (CTET) to the Central Board of Secondary Education which shall be held on 26.6.2011.
Structure and Content of CTET
All questions in CTET test will be Multiple Choice Questions (MCQs), each carrying one mark, with four alternatives out of which one answer will be correct. There will be no negative marking.
There will be two papers of CTET.
(i)Paper I will be for a person who intents to be a teacher for classes I to V.
(ii)Paper II will be for a person who intents to be a teacher for classes VI to VIII.Note: A person who intents to be a teacher for both levels (classes I to V and classes VI to VIII) will have to appear in both the papers (Paper I and Paper II).
Paper I (for classes I to V): Duration of examination - one-and-a-half hours
Structure and Content (All Compulsory): (Appendix 1)
(i) Child Development and Pedagogy 30 MCQs 30 Marks
(ii) Language I 30 MCQs 30 Marks
(iii) Language II 30 MCQs 30 Marks
(iv) Mathematics 30 MCQs 30 Marks
(v) Environmental Studies 30 MCQs 30 Marks
Total 150 MCQs 150 MarksNature and standard of questions:
The test items on Child Development and Pedagogy will focus on educational psychology of teaching and learning relevant to the age group of 6-11 years. They will focus on understanding the characteristics and needs of diverse learners, interaction with learners and the attributes and qualities of a good facilitator of learning.
The Test items for Language I will focus on the proficiencies related to the medium of instruction, (as chosen from list of prescribed language options in the application form).
The Language II will be from among the prescribed options other than Language I. A candidate may choose any one language from the available language options and will be required to specify the same in the application form. The test items in language II will also focus on the elements of language, communication and comprehension abilities.
The test items in Mathematics and Environmental Studies will focus on the concepts, problem solving abilities and pedagogical understanding of the subjects. In all these subject areas, the test items will be evenly distributed over different divisions of the syllabus of that subject prescribed for classes� I–V, by the NCERT/CBSE.
The questions in the tests for Paper I will be based on the topics prescribed for classes� I–V, but their difficulty standard, as well as linkages, could be up to the secondary stage.
Paper II (for classes VI to VIII): Duration of examination - one-and-a-half hours

The questions in the tests for Paper II will be based on the topics of the prescribed syllabus of the NCERT/CBSE for classes VI-VIII but their difficulty standard as well as linkages could be up to the senior secondary stage.
Seeing the upcoming Panchayat elections in Bihar and some unofficial information from the officials of BPSC, the 2011 Combined Bihar PT exam is expected on 17th April 2011.
